Forecast: Neutral El Nino to blunt winter storms
SOUTHLAND – (INT) – The first storm of the month to strike Southern California was only the third since the opening of the so-called rainy season.

NOAA issued its December through February winter outlook Thursday. And, Mike Halpert at the Climate Prediction Center doesn’t hold out hope for much change.

“Chances are two out of three that it’s gonna be near or below average. Given the ongoing drought and near-average precipitation, you’ll still have persistent drought.”

The outlook is based, in part, on the ebb and flow of El Nino which has been idling in neutral.
