Legislature to consider 'boom and bust' budgeting
SACRAMENTO – (INT) – A special session of the state Legislature convened Thursday for 8-minutes to take up Governor Brown’s plan to strengthen California's rainy day fund.

Brown is asking lawmakers to provide the supermajority (two-thirds) vote needed to place his proposal on the statewide ballot in November. His plan would address what the Governor has called California's "boom and bust" approach to budgeting.

An analysis by the California Budget Project found that while the Governor's proposal would make some notable improvements to the state's rainy day fund, certain provisions raise key concerns that policymakers should closely consider.

The Legislature has until August to act.
