Governor acts on controversial bills SACRAMENTO – (INT) – Governor Brown is whittling down the stack of bills passed by the Legislature that require his signature or veto.
Among his latest decisions is approval of a bill allowing convicted felons serving their sentences in county jail to vote while behind bars. Governor Brown signed SB 1046 into law, expanding a pilot program that requires ignition interlocks for all drunk drivers. The governor Wednesday signed a bill authored by Senator Connie M. Leyva (D-Chino) that will eliminate the statute of limitations for rape and related crimes in California. It takes effect on January 1st. Another bill targets the demand side of human trafficking by amending the California Penal Code to make a clear distinction between the buyers and sellers of human trafficking and prostitution. Governor Brown also signed signed Assemblyman Jay Obernolte’s (R-Hesperia) bill which expands the Renewable Energy Self-Generation Bill Credit Transfer program to allow local government agencies to participate. In the veto column, Brown rejected a bill unanimously approved by Democrats designed to strengthen Legislative oversight of California’s controversial $68 billion high-speed rail project.
