Charges against a vehicle thief are being upgraded to murder following the death of his cellmate at the West Valley Detention Center at Rancho Cucamonga. Marcos Garcia, 31, was scheduled to be released later this summer, but he’ll be facing charges in the death of Kevin Charles Plichta, 53, who was incarcerated last month on suspicion of felony vandalism. Plichta died Friday 3-days after he was found unresponsive in the 2-man cell. (INT)
