FONTANA - (INT) - A man found by a court in 2014 to no longer be a registered sex offender is back behind bars when photos on his cell phone suggested otherwise.

Fontana police say that Joseph Welsh, 47, had been taking photos of young girls at a family birthday party when the parents became suspicious.

Follow-up searches of Welsh’s home and business in the San Diego area turned up numerous electronic devices and several pornographic photos of children.
