Incidents of reported mail theft appear to have peaked and may be on the decline. Congressman Ken Calvert (R-Corona) wants that trend to continue. Few convicted mail thieves and porch pirates are going to jail, but Calvert is proposing doubling the maximum jail sentence from 5-to-10 years. (INT)
