Ex-city manager settles grievances for $750,000
SAN BERNARDINO – (INT) – The City Council has agreed to pay former city manager Andrea Miller $750,000 to resolve her claims against the City.

In a joint statement Friday, it was clarified that she was dismissed without cause ‘because the City wanted to go in a new direction.’

The statement praises Ms. Miller for her strong performance evaluations. “There is no evidence that Ms. Miller ever engaged in any professional improprieties or corrupt behaviors. The City appreciates the assistance that Ms. Miller provided the City and her astute financial guidance in leading the City of San Bernardino out of bankruptcy,” according to the statement.

In June 2019, by a vote of 6-2, Mayor John Valdivia joined the majority of the City Council to dismiss Miller

Miller’s firing comes amid a disappointing budget review.

Miller once led the city through its darkest financial times but returned in 2017 to manage in brighter circumstances.

She was assistant city manager replacing Charles McNeely in 2012 who quit amid his complaints about the ‘toxic environment’ at City Hall. Miller stayed on during the city’s first few months of bankruptcy before taking a post with the San Gabriel Valley Council of Governments.

There was a succession of city managers. But with bankruptcy in the rear view mirror and a $253,080 contract in her pocket, she was rehired in 2017 and vowed to stop the revolving door and get the city back on its feet.
